Date: October 18, 2021
To: All organizations and units

Dear____________,

Since the Chinese government proposed the Belt and Road Initiative (abbreviated as BRI) in 2013, China has been following the principles of peace and development and upholding the concept of openness, solidarity and win-win cooperation. China is committed to joining hands with countries along the "Belt and Road" to jointly address risks and challenges, strengthen cooperation and communication, and further open up to the world. In terms of environmental protection, we have been actively addressing climate change, biodiversity conservation and environmental protection, participating in global exchanges and cooperation, and promoting the harmonious coexistence of human beings and nature; in terms of economic development, we have been promoting the common development of the "Belt and Road" countries, advancing the construction of an open world economy, and practicing Chinese solutions for building a community of shared future for all mankind.

At the Fifth Plenary Session of the 19th CPC Central Committee, it was proposed to pursue high-standard opening up and open up new chapters of win-win cooperation. We will open up more sectors of the economy in a more thorough fashion and, making use of the advantages of China's large-size market, participate more fully in international economic cooperation and achieve mutual benefit. We will develop new systems for a higher-standard open economy and improve the level of openness. By promoting trade and investment liberalization and facilitation as well as the development of trade innovation, we will promote the high-quality development of the BRI, and actively participate in the reform of the global economic governance system.

In order to deepen environmental, economic and cultural cooperation with BRI countries and other countries in the world, and stimulate the vitality of all kinds of market players. All-China Environment Federation, Hubei Provincial Department of Ecology and Environment, Wuhan Municipal People's Government will hold the "Belt and Road Economic & Environmental Cooperation Forum" at the beginning of March, 2022, which is themed as International Cooperation and High Quality Development Opportunities in the New Era of "Belt and Road". The forum is also an effort to promote the construction of the new development paradigm of positive interplay between domestic circulation and international circulation of China's industry and market and achieve high-level opening-up and high-quality development. We sincerely welcome all interested organizations and units to join the Belt and Road Economic & Environmental Cooperation Forum. Please find more details in forum agenda attached.
