The delegation was led by Hong Ping, Vice President of the All-China Environment Federation. Participants included Shi Xiang, Deputy Director and Secretary-General of the Belt and Road Eco-industry Cooperation Working Committee; Zheng Like, Executive Deputy Director of the Professional Committee for Green Urban Development; Ke Erke, Acting Deputy Director of the Professional Committee for Green Urban Development; Liu Songming, Deputy Director of the Fujian Office; together with principals and international business representatives from more than 20 Chinese environmental protection and new energy enterprises engaged in water treatment, solid waste disposal, new energy, environmental monitoring, engineering design and other sectors.
Hong Ping, Vice President of the All-China Environment Federation (ACEF), delivered remarks at the government-enterprise meeting with the Jakarta Provincial Government
The delegation adhered to the goal of "targeted docking, practical implementation and long-term cooperation", and held intensive government-enterprise meetings, park visits, enterprise seminars, project signings and thematic forums. It comprehensively aligned with Indonesia’s demands in environmental governance, green energy, low-carbon development, park construction and climate investment and financing, effectively promoting the export of China’s green technologies, standards, equipment and services to Indonesia. It has built an all-round, multi-level and high-efficiency practical platform for ecological industry cooperation between China and Indonesia.
During the visit, the delegation held in-depth exchanges with Subang Smartpolitan, Indonesian Chamber of Commerce and Industry Bilateral Committee for China (KIKT), World Resources Institute Indonesia (WRI Indonesia), Jakarta Investment and One-Stop Integrated Service Office, Jakarta Investment Center, National Council for Special Economic Zone (NCSEZ) of Indonesia, Sinar Mas Group, Jatiluhur Industrial Smart City (JISC), PT Perusahaan Listrik Negara Persero (PLN), PT Danareksa (Persero), Batang Regency and Industropolis Batang. Face-to-face discussions were also conducted with officials from Indonesia’s Ministry of Industry, Ministry of Environment, Ministry of Investment and Downstream Industry, and Ministry of Foreign Affairs.
Both sides carried out systematic docking on key areas including sewage treatment, solid waste disposal, sludge resource utilization, waste-to-energy power generation, photovoltaic energy storage, geothermal development, green park planning, low-carbon urban renewal, water environment governance and environmental monitoring as well as climate investment and financing. A list of key green cooperation projects was released on site, yielding dozens of practical cooperation intentions. ACEF officially signed a Memorandum of Understanding (MOU) with PT Danareksa (Persero). The two sides innovatively launched the Twin Park Linkage cooperation model, promoting paired collaboration, resource sharing and two-way investment attraction between Indonesian industrial parks and mature Chinese industrial parks, and establishing a institutionalized platform for long-term and stable China-Indonesia green industry cooperation.
The delegation visited key Indonesian parks and industrial platforms on the spot, thoroughly investigated the maturity and supporting facilities of local parks, and objectively assessed the cooperation potential for upgrading existing facilities and launching new projects.
During the exchanges with the Jakarta Provincial Government and several Indonesian enterprises, both sides conducted in-depth discussions on major livelihood and infrastructure projects, including the construction of new light rail lines and their extension, renovation of transportation hubs, upgrading of urban stations, expansion of sewage treatment plants, sewage pipe network laying, and urban water supply security. The two sides established a regular mechanism for project list sharing, precise resource matching, and online thematic meetings.
Exchanges with KIKT focused on waste-to-energy (WTE) projects, establishing mechanisms for enterprise solicitation, data collection and selection and recommendation, and advancing cooperation opportunities in environmental equipment supporting and new energy industrial chain development.
Discussions with WRI Indonesia centered on heat pump application, new energy project reserves, green investment and financing docking and energy efficiency improvement. The two sides reached consensus on building a long-term strategic partnership framework, signing cooperation MOU, linking Indonesian universities and think tank resources, and conducting joint research and side events during the UN Climate Change Conference (COP). Follow-up online meetings will be arranged to clarify implementation schedules, with the think tank providing policy research, technical consulting and international influence enhancement support for Chinese institutions.
The delegation held in-depth seminars with NCSEZ, Indonesian Industrial Estates Association(HKI), East Java Industrial Parks and Lido Special Economic Zone, learning about the planning layout, investment policies and infrastructure needs of new Indonesian industrial parks, and opening up investment, construction and operation cooperation channels for Chinese enterprises engaged in planning and design, engineering construction, environmental protection and new energy sectors.
In exchanges with Sinar Mas Group, Jatiluhur Industrial Smart City (JISC), PT PLN and Ecowaste Indonesia Prima (EIP), both sides fully exchanged views on industrial wastewater treatment, oil sludge resource utilization, zero-carbon park top-level planning and design, supporting sewage plant construction in parks and comprehensive energy development as well as solid waste recycling investment and factory construction. Agreements were reached on follow-up data delivery, plan refinement, online seminars and reciprocal enterprise visits and inspections.
Shi Xiang, Secretary-General of the Belt and Road Eco-industry Cooperation Working Committee of ACEF, signed the MOU with Bapak Yadi Jaya Ruchandi, President Director of PT Danareksa (Persero).
Strategic cooperation with PT Danareksa (Persero) achieved remarkable results. Following the MOU signing, both sides carried out all-round cooperation in planning and construction, green and low-carbon transformation, environmental infrastructure supporting and industrial investment promotion covering its seven national-level industrial parks. Meanwhile, a tripartite working group was established between Danareksa and leading Chinese industrial parks, confirming online special meetings, task division and field inspection arrangements. Indonesian park representatives were invited to visit China to learn advanced experience in park operation, water treatment and solid waste management.
During the special promotion and docking session with Batang Regency Government and Industropolis Batang, the delegation comprehensively sorted out local domestic waste generation, existing facility operation load and capacity gap, and clarified key cooperation directions including new waste treatment facilities, waste-to-energy power plants, rural 3R environmental sanitation facility layout, raw water supply security, desalination and environmental monitoring network construction as well as low-carbon technology and carbon footprint accounting. A project reserve list and enterprise matching catalog were formed targeting local environmental governance shortcomings to support the planning and implementation of subsequent infrastructure projects.
The concurrent China-Indonesia Environmental Industry Cooperation Forum and Project Matchmaking Meeting gathered officials from Indonesia’s Ministry of Industry, Ministry of Environment, Ministry of Investment and Downstream Industry, Ministry of Foreign Affairs, as well as representatives from HKI, Indonesian Chamber of Commerce and Industry, Centre for Research on Energy and Clean Air (CREA). In-depth discussions were held on integrated water and desalination projects, atmospheric environmental standard co-construction, new energy and EV battery industrial chain, park development, legal services and training for Chinese enterprises going global, accelerating the establishment of dedicated working groups and the implementation of regular online communication and other cooperation mechanisms to ensure the efficient advancement of bilateral cooperation.
The Indonesia study tour featured a tight schedule, fruitful achievements and outstanding highlights. It realized precise docking at five levels of government, industry, parks, enterprises and think tanks, and effectively opened up compliant, cooperative and landing channels for Chinese enterprises to enter the Indonesian market.
Going forward, ACEF will continue to give full play to its role as an international ecological industry cooperation platform, fully follow up on project implementation and deepen institutional docking. It will guide more Chinese green technologies, green brands and green solutions to enter Southeast Asia and the world, jointly build the high-quality development of the Green Belt and Road through high-level international cooperation, and contribute to building a community of life for man and nature.
