Charting a Green Development Blueprint for Batang | ACEF Holds Successful Exchange Meeting with Batang Regency and Industropolis Batang

On April 24, 2026, a special exchange and cooperation meeting between the All-China Environment Federation (ACEF) and the Government of Batang Regency as well as Industropolis Batang was successfully held in Jakarta under the theme “Promoting Green Development and Pragmatic Cooperation in Batang”. Government and enterprise representatives conducted in-depth discussions and targeted negotiations on key areas including regional green transition, environmental governance, environmental protection infrastructure construction, and clean energy development. The meeting achieved fruitful results and clear cooperation intentions, establishing an efficient and practical platform for pragmatic cooperation in the eco-environmental industry between China and Indonesia.

Speech by Mr. Shi Xiang, Secretary-General of the Belt and Road Eco-Industry Cooperation Working Committee of ACEF

At the beginning of the meeting, Mr. Shi Xiang, Secretary-General of the Belt and Road Eco-Industry Cooperation Working Committee of ACEF, delivered a speech on behalf of the Chinese side. He stated that Indonesia is an important partner in the joint construction of the Belt and Road Initiative. Batang Regency boasts superior geographical location, solid industrial foundation and broad prospects for green development, which are highly compatible with China’s technological and industrial advantages in environmental protection and new energy. ACEF will give full play to its role as a bridge and bond, continuously organize high-quality domestic green enterprises to precisely match the market demand of Batang, focus on key areas such as waste resource utilization, sewage treatment, water environment security, environmental monitoring, green energy and low-carbon park construction, export Chinese technologies, solutions and standards, support the improvement of ecological environment and upgrading of green industries in Batang through tangible project cooperation, and advance China-Indonesia green cooperation in depth and with concrete outcomes.

Mrs. Sri Purwaningsih, Secretary of Batang Regency, addressed the meeting on behalf of the Indonesian side. She noted that Batang Regency is in a critical stage of rapid economic growth and accelerated industrial agglomeration. With the simultaneous progress of industrialization and urbanization, tasks such as ecological and environmental protection, environmental infrastructure construction, solid waste and sewage treatment, and green energy supporting facilities have become increasingly urgent. The government of Batang Regency attaches great importance to green and sustainable development, and always pursues coordinated progress of industrial development and ecological protection. It warmly looks forward to in-depth cooperation with ACEF and outstanding Chinese environmental enterprises to introduce advanced technologies, mature models and high-quality capital, fully strengthen weaknesses in environmental governance, elevate regional green development, and jointly build a model for local green cooperation between China and Indonesia.

Ms. Indri Septa Respati, Director of Marketing and Business Development of Industropolis Batang, pointed out in her speech that as a key industrial platform in Indonesia, Industropolis Batang is committed to building a green, low-carbon and smart modern industrial park, with strong demand for environmental protection infrastructure, circular transformation of the park, clean energy application and comprehensive pollution control. She sincerely welcomed Chinese environmental and energy enterprises to participate in the construction and operation of the park through various forms such as technological cooperation, joint project development and investment operation, so as to help the park achieve green, low-carbon and high-quality development and realize win-win and long-term cooperation.

During the meeting, Ms. Farida Ariyani from the Office of Investment and One Stop Integrated Service of Batang Regency gave a comprehensive introduction to the regional development planning, core industrial layout, key park construction and investment support policies of Batang Regency, clearly demonstrating the sound business environment, development potential and cooperation space of the region, providing solid support for Chinese enterprises in investment and cooperation.

Ms. Sri Diah Litania, Mid-level Expert of the Environmental Agency of Batang Regency, delivered a special presentation. She systematically elaborated the current situation of environmental governance, core environmental policy system of Batang Regency, and focused on releasing the key environmental protection cooperation projects of the region, which became the core highlight of the meeting. She noted that Batang Regency generates a large volume of domestic waste with insufficient treatment capacity, and there is an urgent need to promote harmless treatment and resource utilization of waste to improve the overall solid waste management level. Meanwhile, driven by the growing demand for industrial and domestic water, projects for sewage treatment, raw water supply security and water environment governance are urgently needed. To support green and low-carbon development and environmental supervision, Batang also needs to improve the environmental monitoring network for air and water quality, and promote capacity-building programs including supporting green energy, application of low-carbon technologies and carbon footprint accounting. The above key areas feature clear demand and strong implementability, setting priorities and directions for in-depth cooperation between the two sides.

In the enterprise promotion and matchmaking session, outstanding Chinese enterprises including Tongfang Environment Co., Ltd., East China Architectural Design & Research Institute Co., Ltd., Jiangsu Taiyuan Environmental Protection Technology Co., Ltd., Terreco Environmental Solutions, and Hangzhou ChuHuan Science And Technology Co., Ltd. presented their core technologies, engineering cases and cooperation models in sewage treatment, solid waste disposal, environmental protection equipment, green parks, ecological restoration and other fields. Enterprise representatives held in-depth one-on-one discussions with principals of the Batang government, industrial zones and environmental protection agencies, fully communicating on project demand, technical paths, cooperation modes, implementation conditions and other aspects. The on-site matchmaking was efficient and practical, and preliminary cooperation intentions in a number of key areas were reached, laying a solid foundation for follow-up project promotion.

Both sides agreed that the meeting achieved precise demand matching and efficient consensus-building, fully reflecting the high compatibility and great potential of China-Indonesia green cooperation. Taking this meeting as a new starting point, the two sides will establish a regular communication and liaison mechanism, continuously follow up on project needs, accelerate project list sorting and transformation of cooperation intentions into reality, and make every effort to ensure the early implementation of key environmental protection projects.
