China-Indonesia Green Energy Cooperation Further Deepens | Special Exchange and Cooperation Meeting between All-China Environment Federation and PLN Concludes Successfully in Jakarta
To further advance the high-quality development of the Belt and Road Initiative, empower international cooperation in the green industry, accelerate the global expansion of China’s green brands, and deepen multi-dimensional practical cooperation between China and Indonesia in clean energy development, power infrastructure upgrading and other fields, the All-China Environment Federation delegation held a special exchange and cooperation meeting at the headquarters of Perusahaan Listrik Negara (PLN) in Jakarta on April 23, 2026, during its special study tour on environmental protection and new energy projects in Indonesia.

Led by Shi Xiang, Deputy Director-General and Secretary-General of the Belt and Road Eco-industry Cooperation Working Committee of the All-China Environment Federation, the delegation, together with leading domestic enterprises, conducted targeted business docking. As Indonesia’s state-owned power giant, PT Perusahaan Listrik Negara (PLN) attached great importance to this meeting. Led by Daniel Tambolongan, Executive Vice President for New and Renewable Energy, PLN fully received the Chinese delegation and held in-depth discussions.
Targeted Docking, Embracing New Opportunities for Energy Transition
At the start of the meeting, PLN extended a sincere welcome to the Chinese delegation. In line with Indonesia’s national development agenda, PLN systematically introduced the country’s overall power energy layout, top-level medium and long-term energy transition strategies, large-scale renewable energy development plans, as well as practical needs and development goals for nationwide ecological environmental improvement.
Indonesia is currently in a critical stage of green energy transition. It is vigorously scaling up the development of solar power, onshore and offshore wind power, hydropower, geothermal energy and other clean energy sources, while promoting interregional power grid interconnection and the low-carbon upgrading of traditional power facilities. Supported by long-term power purchase agreements, special industrial support policies and investment incentives, Indonesia has built a sound and long-term guarantee system for overseas cooperation projects in the new energy and environmental protection sectors. PLN stated that Indonesia boasts strong market demand and broad cooperation potential in green energy development. It eagerly hopes to introduce advanced core technologies, mature comprehensive solutions and leading enterprises from China to jointly drive the green, low-carbon and high-quality upgrading of Indonesia’s power industry.
Chinese Solutions Empowering Indonesia’s Green Development
In his address, Shi Xiang noted that as a core economy in ASEAN, Indonesia is a vital strategic partner under the Belt and Road Initiative, featuring strong industrial complementarity and solid bilateral cooperation foundations. Currently, Indonesia is accelerating energy restructuring and green development with booming demands for low-carbon industries. As Indonesia’s flagship state-owned power enterprise, PLN oversees the entire industrial chain of power generation, transmission and distribution, serving as an essential strategic partner for Chinese energy conservation, environmental protection and new energy enterprises to expand into Indonesia and Southeast Asia.

He emphasized that this field visit and targeted docking initiative is a key measure for the All-China Environment Federation to implement the Belt and Road green brand going global initiative. Adhering to the philosophy of mutual benefit and two-way collaboration, the Federation has organized high-quality domestic green enterprises to conduct on-site overseas research and realize precise resource matching. Leveraging existing cooperation foundations, the Federation will give full play to its role as a pivotal platform, and continuously share Chinese wisdom, industry solutions and collaborative strengths for green development. Focusing on waste-to-energy power generation, integrated distributed photovoltaic and energy storage systems, comprehensive biomass utilization and other key sectors, the Federation will promote the implementation of practical, operable and long-term cooperation projects in Indonesia.
Daniel Tambolongan, Executive Vice President for New and Renewable Energy at PLN, introduced that as a wholly state-owned key energy enterprise funded by the Indonesian government, PLN undertakes core missions including national power supply security, energy structure reform and carbon neutrality implementation. Opening up its new energy market in an all-round manner, PLN warmly welcomes in-depth participation from Chinese enterprises in photovoltaic power stations, geothermal development, biomass power generation, harmless waste-to-energy projects, new energy storage systems and other fields, to jointly build a diversified, clean new power system.

In-depth Exchanges Yield Multiple Cooperation Consensus
Centering on photovoltaic energy storage projects, smart grid upgrading, environmental renovation of conventional power plants and other key cooperation areas, both sides conducted comprehensive, in-depth and professional exchanges and negotiations. During the on-site communication session, participating Chinese enterprises presented their core technological strengths, proven project cases and solutions to precisely align with local development needs in Indonesia. PLN responded to enterprise demands and provided on-site replies, creating a pragmatic, efficient and in-depth communication atmosphere and laying a solid foundation for follow-up targeted cooperation.
