On the afternoon of April 21, 2026, on the second day of the delegation visit to Indonesia, the delegation of the All-China Environment Federation, together with the Secretariat of the Indonesian National Council for Special Economic Zones, jointly held a “Cooperation and Exchange Meeting” in Jakarta. Rizal Edwin Manansang, Acting Secretary General of the Indonesian National Council for Special Economic Zones; Budi Santoso, Second Vice Chairman of the Executive Team; heads of various departments of the Committee; as well as representatives from five Special Economic Zone developers—Kendal, Karang Batang, Gresik, Sei Mangkei, and Lido—attended the meeting. Shi Xiang, Secretary General of the Belt and Road Eco-Industry Cooperation Working Committee of the All-China Environment Federation, led representatives from a number of key Chinese enterprises in the fields of environmental protection, new energy, and infrastructure to participate in the meeting.

High-level Consensus Consolidated, Jointly Promoting Green and Low-carbon Transformation Cooperation
In his opening remarks, Rizal, Acting Secretary General of the Indonesian National Council for Special Economic Zones, pointed out that China–Indonesia cooperation has a solid foundation, and Special Economic Zones have become an important platform for promoting Indonesia’s industrial development and attracting foreign investment. By the end of 2025, Indonesia’s Special Economic Zones had accumulated approximately USD 19.8 billion in investment, created nearly 250,000 jobs, maintained continuous export growth, and demonstrated steadily increasing development momentum. He stated that the development of Indonesia’s Special Economic Zones is currently showing a trend of gradual transformation toward green, low-carbon, and sustainable development. In particular, in the fields of environmental infrastructure such as waste-to-energy incineration, wastewater treatment system construction, and industrial wastewater management, the overall governance level and construction standards are continuously improving. This process will further enhance the demand for advanced international environmental protection technologies and integrated system solutions, creating broader space for international cooperation.
In his remarks, Shi Xiang, Secretary General of the All-China Environment Federation, stated that the Federation has long promoted international cooperation in the environmental protection industry. The enterprises participating in this delegation cover multiple fields including wastewater treatment, solid waste disposal, waste-to-energy, photovoltaic energy, hazardous waste treatment, and industrial park planning, and possess mature technical systems and extensive overseas implementation experience. He pointed out that as the green transformation of Indonesia’s Special Economic Zones continues to advance, the advantages of Chinese environmental protection enterprises in system governance, engineering integration, and technology application will usher in broader cooperation opportunities. Bilateral cooperation is evolving from single-project matching toward a more systematic and integrated direction.

During the project presentation session, representatives from the five Special Economic Zones—Kendal, Karang Batang, Gresik, Sei Mangkei, and Lido—delivered presentations in sequence, systematically introducing their respective industrial layouts and development priorities.

All Special Economic Zones mentioned in their presentations that their infrastructure systems are gradually being upgraded toward green and sustainable development. In particular, continuous improvements are being made in areas such as optimization and upgrading of waste incineration systems, enhancement of wastewater treatment capacity, and improvement of water environment governance systems.
This trend indicates that the overall development of Indonesia’s Special Economic Zones is evolving from the traditional infrastructure construction stage toward a phase that places greater emphasis on environmental performance and sustainable development. It also creates continuously expanding cooperation space and development potential for the introduction of advanced international environmental protection technologies and integrated solutions.
Several Special Economic Zones stated that they will continue to improve environmental infrastructure standards in the future and promote the application and practice of circular economy and low-carbon development concepts in industrial park construction.
Chinese Enterprises Showcase Collectively, Technical Capabilities Highly Aligned with Transformation Needs
Subsequently, representatives of Chinese enterprises introduced their core capabilities in environmental governance, engineering design, and green technologies, focusing on areas such as upgrading of wastewater treatment systems, resource utilization of solid waste, waste-to-energy conversion, and comprehensive environmental management of industrial parks.
The mature technical systems and project experience of Chinese enterprises are highly aligned with the actual needs of Indonesia’s Special Economic Zones in the process of upgrading environmental infrastructure. In particular, they demonstrate significant complementary advantages in systematic solutions and engineering implementation capabilities.
Multiple Rounds of Interaction Deepen Matchmaking, Cooperation Intentions Continue to Converge
During the Q&A and interactive exchange session, the Indonesian National Council for Special Economic Zones, various SEZ developers, and Chinese enterprises conducted pragmatic discussions on topics such as technical pathways, investment models, and project implementation conditions. The on-site exchanges were active and feedback was positive.

The meeting concluded that as the infrastructure of Indonesia’s Special Economic Zones continues to improve, the trend toward green and low-carbon development is becoming increasingly evident. In particular, in key environmental infrastructure fields such as waste incineration and wastewater treatment, construction and operation levels are being continuously enhanced.
This development process will further release demand for advanced environmental protection technologies, integrated system solutions, and engineering integration capabilities, providing broad development space and cooperation potential for Chinese environmental protection enterprises to participate in Indonesia’s green infrastructure construction.
