Focus on Green Development in Jakarta | All-China Environment Federation Organizes Enterprises for Targeted Matchmaking with Key Urban Projects

On April 21, 2026, the delegation of the All-China Environment Federation (ACEF) entered the second day of its visit to Indonesia, continuing to advance key matchmaking efforts in Jakarta. Centered on green city development and infrastructure, ACEF conducted thematic cooperation exchanges with the Jakarta Provincial Government and relevant institutions. Mr. Muhammad Herizkianto, Deputy Head of the Department for Investment and Integrated One-Stop Services of the Jakarta Provincial Government; Ms. Tona Hutauruk, Head of the Jakarta Investment Centre; representatives from the Ministry of Investment and Downstream Industry of Indonesia; as well as executives from several Jakarta municipal state-owned enterprises attended the meeting. Mr. Hong Ping, Vice Chairman of ACEF, led over 20 representatives from leading Chinese enterprises in environmental protection, new energy, and infrastructure sectors to participate.

Mr. Muhammad Herizkianto, Deputy Head of the Department for Investment and Integrated One-Stop Services of the Jakarta Provincial Government, stated in his remarks that China is Indonesia’s third-largest source of foreign investment and has made outstanding contributions in infrastructure and strategic industries. Jakarta is striving to become a top global city by 2030 and rank among the world’s top 20 by 2045, fully integrating green and sustainable concepts into water management, transportation, and urban development. He expressed strong expectations for Chinese enterprises to participate in Jakarta’s environmental infrastructure and green transformation.

Mr. Hong Ping, Vice Chairman of ACEF, pointed out that China and Indonesia are friendly neighbors and important partners, sharing deep consensus and great potential in ecological and environmental protection, green development, and climate change. As both countries jointly promote green and low-carbon transformation, strengthening cooperation in the environmental protection industry meets the needs of the times and the aspirations of the people. This visit brings together a group of technologically mature and experienced environmental enterprises, aiming to precisely match Indonesia’s market needs, promote cooperation from intention to implementation and from exchange to win-win outcomes, and contribute to Indonesia’s ecological protection and high-quality development.

This exchange focused on key areas such as urban renewal, ecological and environmental protection, rail transit, wastewater treatment, and TOD development, promoting precise alignment between China’s green technologies and high-quality capacity and Jakarta’s urban development needs.


Multi-Party Coordination Unlocks Project Resources, Fully Expanding Cooperation Space for Urban Renewal

During the meeting, Jakarta’s investment promotion system systematically introduced urban development planning and the investment environment and released a number of key cooperation projects. Ms. Tona Hutauruk, Head of the Jakarta Investment Centre under the Department for Investment and Integrated One-Stop Services of the Jakarta Provincial Government, systematically introduced Jakarta’s investment trends, policy framework, and bankable projects. As the largest metropolitan market in Southeast Asia, Jakarta maintains an annual investment growth rate of 12% and contributes 16%–17% of the national economy. Key investment sectors include transportation and logistics, real estate, and trade services. China is Jakarta’s fourth-largest source of foreign investment. Jakarta has introduced low-carbon development plans and green investment incentive policies, launching green projects with a total value of USD 26.9 million, covering wastewater treatment, light rail transit, clean water supply, and TOD integrated development, and welcomes Chinese participation through joint ventures, PPP, and other models. The Jakarta Investment Centre will provide full-process one-stop services to ensure efficient project implementation.

The Jakarta Investment Centre presented multiple green development projects on-site, covering wastewater treatment, rail transit, clean water supply, and TOD integrated development, clearly welcoming Chinese enterprises to participate in Jakarta’s urban development through diversified models such as joint ventures and PPP.

During the project presentation session, several key project owners in Jakarta conducted systematic presentations: PT Moda Integrasi Transportasi Jabodetabek (MITJ), based on the TOD model, introduced projects such as the Jatibaru Intercity Hub, Sudirman Station Revitalization, and the BNI City Station “Lifestyle Sports Hub,” demonstrating a development pathway that promotes urban spatial restructuring and functional upgrading centered on transport hubs.

PT Jakarta Propertindo (JakPro) released the LRT Jakarta Phase 1C and Phase 2A projects, further highlighting the demand for green rail transit system development.

Perumda Paljaya introduced the Simatupang Wastewater Treatment Plant Phase II and the Jakarta Sewerage System Zone 8, clearly outlining cooperation directions in wastewater treatment and resource utilization.

In addition, multiple municipal enterprises including Jakarta Asset Management Center (JAMC), PAM Jaya, PT Jakarta Tourisindo, and Perumda Sarana Jaya participated in the meeting, bringing project resources for on-site matchmaking and further expanding cooperation fields and project pipelines.

Deepening Targeted Matchmaking, Accelerating the Transition from “Exchange” to “Implementation”


During the Q&A and one-on-one exchange sessions, ACEF organized Chinese enterprises to engage in in-depth discussions with the Jakarta Investment Centre and project owners on key issues such as technical pathways, investment models, and cooperation mechanisms. The exchanges were practical and efficient, and multiple cooperation directions entered substantive matchmaking stages.

Exchange of Commemorative Gifts

The Jakarta Investment Centre (JIC) and ACEF exchanged commemorative gifts. The thoughtfully prepared gifts from both sides carried cultural significance and conveyed mutual friendship and shared consensus on cooperation. This exchange not only witnessed the achievements of the meeting but also expressed positive expectations for future collaboration in environmental protection and investment.

Networking Lunch

During the subsequent business lunch session, the atmosphere of on-site matchmaking further intensified. Representatives of Chinese enterprises and Jakarta municipal state-owned enterprises engaged in free discussions around specific projects, with frequent and in-depth exchanges. Multiple enterprises conducted targeted discussions on rail transit construction, wastewater treatment systems, urban renewal, and industrial park development, and reached preliminary consensus on follow-up technical alignment, project visits, and cooperation mechanisms.

Building an Efficient Matchmaking Platform and Opening Channels for China–Indonesia Urban Cooperation

This exchange fully demonstrated the bridging and platform role of ACEF in China–Indonesia green industry cooperation. By integrating high-quality enterprise resources in environmental protection, new energy, and infrastructure, ACEF organized enterprises to “go global in a systematic manner” and formed efficient coordination with Jakarta’s investment promotion system, achieving centralized project release and precise matching of supply and demand.

The Jakarta Investment Centre stated that it will continue to connect with Chinese enterprise resources through the ACEF platform and prioritize sharing more urban infrastructure and green development projects, promoting cooperation from phased matchmaking to a long-term and institutionalized mechanism.

This event not only provided a clear pathway for Chinese enterprises to participate in Jakarta’s urban renewal and green transformation but also established a more stable and efficient matchmaking mechanism for China–Indonesia city-level cooperation. In the future, ACEF will continue to deepen cooperation with the Jakarta Provincial Government and investment promotion institutions, promote more high-quality projects to be opened to Chinese enterprises through the platform, support enterprises in high-quality global expansion, and achieve mutual benefit and sustainable development.
