ACEF Belt and Road Eco‑industry Cooperation Working Committee Visits Tai’an Lebang Environmental Technology for Research and Exchange to Promote International Cooperation of the “Green Island Model”

To fully implement the green development initiative under the Belt and Road Initiative and accelerate the international application of China’s proven environmental technologies and models, Shi Xiang, Deputy Director and Secretary-General of the Belt and Road Eco-industry Cooperation Working Committee (hereinafter referred to as “the Working Committee”) under the All-China Environment Federation (ACEF), recently led a special research delegation to conduct in-depth research and exchange at Tai’an Lebang Environmental Technology Co., Ltd. Yang Xiaoyu and Xue Lin, Senior Engineers from Jinan Ecological and Environmental Monitoring Center of Shandong Province, participated in the whole process. Focused on advancing the Indonesia Environmental Industry Inspection Program scheduled for 19–25 April, the delegation held thematic discussions on the adaptation pathways and cooperation mechanisms of the “Green Island Model” in industrial parks in Indonesia.


At the symposium, Guo Min, Operations Director of Tai’an Lebang Environmental Technology Co., Ltd., delivered a detailed presentation on the company’s development layout and core strengths. As a leading enterprise in integrated solutions for environmental protection and coating in China, the company adheres to the circular economy concept of “integration of coating, coatings, environmental protection and intelligent manufacturing”. Its business covers key sectors including professional coating production services, R&D and operation of environmentally friendly industrial coatings, resource utilization of paint sludge, and construction of intelligent environmental protection factories. Its innovatively developed “Green Island Coating Center” model centers on centralized spraying and integrated environmental services. Through unified planning of intelligent coating production lines, supporting eco-friendly coating supply systems, and closed-loop waste treatment systems, it provides intensive and professional environmental solutions for enterprises in industrial parks. Relying on complete qualifications for hazardous waste treatment and transportation, the company realizes centralized disposal and resource utilization of spraying hazardous waste. Through the whole-chain management of “reduction, resource utilization and reuse”, it reduces enterprises’ environmental costs from the source. This model has formed a mature demonstration effect in China and become a typical benchmark for green industrial transformation.

ubsequently, Xue Lin, on behalf of Jinan Ecological and Environmental Monitoring Center of Shandong Province, introduced the center’s relevant work. As a backbone force for regional ecological and environmental monitoring, the center focuses on monitoring core environmental elements such as air, water and soil, and fully undertakes key functions including pollution source supervision monitoring, emergency monitoring, and innovative application of ecological and environmental technologies. It provides scientific data support and professional technical guarantee for the formulation of regional environmental policies and green transformation of industries. Its standardized monitoring system and data traceability mechanism offer compliance references for the cross-regional promotion and international cooperation of environmental technologies.

In his remarks at the symposium, Secretary-General Shi Xiang emphasized that the Working Committee takes building an international collaborative platform for green industries as its core mission. It gives full play to its role in resource integration and bridge-building, linking governments, industrial parks, environmental enterprises, research institutions and other stakeholders at home and abroad to establish a professional and international green industry cooperation system. This promotes the precise matching of China’s proven environmental technologies and governance models with the development needs of Belt and Road partner countries. Through practical exploration, the Working Committee has facilitated a number of demonstration international cooperation outcomes, enabling green solutions tested in the domestic market to gradually go global, accumulating valuable experience for the green development of the Belt and Road. Regarding enterprises’ “going global” efforts, he suggested that enterprises focus on core areas such as compliance adaptation, localized integration and capacity building, prepare for connection with overseas markets, and ensure sustainable project advancement. He also called on government departments to strengthen policy coordination, standard alignment, service support and resource assistance to create a more favorable development environment for green industries going global, and support Chinese environmental enterprises in deeply participating in international cooperation.

During the meeting, Rachel, Head of Southeast Asia at the International Department of the Working Committee, elaborated on the core plan and resource advantages of the Indonesia Environmental Industry Inspection from 19–25 April. Key counterparts to be engaged during the inspection include national authorities such as Indonesia’s Ministry of Environment and Forestry, Ministry of Investment, Ministry of Energy and Mineral Resources, and Ministry of Foreign Affairs; local governance bodies including the Indonesia National Economic Zones Board, Jakarta City Government and Batang Regency Government; energy and capital platforms such as Indonesia’s sovereign wealth fund, Perusahaan Listrik Negara (PLN) and Sinar Mas Energy; industrial carriers and financial institutions including Standard Chartered Bank (Indonesia), Indonesian Industrial Park Association, Batang Special Economic Zone, JISC Industrial Park and BSD New City; as well as non-governmental cooperation bridges including the Indonesian National Rural Cooperative and the China Committee of KADIN Indonesia. Through diversified forms such as high-level meetings, special promotions, government-enterprise symposiums, on-site inspections and cooperation signing ceremonies, the delegation will accurately build a connection channel between Chinese environmental enterprises and Indonesia’s industrial needs. On the one hand, it will help enterprises gain in-depth insights into local policy orientations, market opportunities and cooperation rules; on the other hand, it will promote the precise matching of China’s environmental solutions represented by the “Green Island Model” with the needs of key industrial parks and manufacturing clusters in Indonesia, clearing obstacles and laying a solid foundation for follow-up cooperation implementation.


After the symposium, the research delegation conducted an on-site inspection of Lebang’s intelligent production workshops, focusing on the automated production line for resource utilization of coating waste residue, application scenarios of composite solid powder materials, and the intelligent manipulator spraying system. The delegation highly recognized the company’s achievements in technological innovation and engineering application, laying a solid practical foundation for targeted connection during the Indonesia Environmental Industry Inspection.

Moving forward, the Working Committee will take this research and exchange with Tai’an Lebang as practical support and the Indonesia Environmental Industry Inspection from 19–25 April as a key starting point to continuously promote in-depth connection between China’s environmental solutions represented by the “Green Island Model” and overseas industrial parks, and accelerate the implementation and effectiveness of industrial cooperation. Taking this opportunity, the Working Committee sincerely invites more environmental enterprises with technological advantages and cooperation willingness to participate actively, jointly promoting the practical overseas application of China’s green environmental technologies and proven models. Through solid industrial cooperation, it will contribute China’s strength to the green and low-carbon transformation and high-quality development of ecological and environmental causes in Belt and Road partner countries.
