Linking Chinese and Foreign Resources, Building a Green Silk Road Together | ACEF Belt and Road Eco-industry Cooperation Working Committee Visits ECADI to Deepen Cooperation on Indonesia’s Zero-Carbon
On March 2, 2026, Shi Xiang, Deputy Director and Secretary General of the Belt and Road Eco-industry Cooperation Working Committee of the All-China Environment Federation (ACEF) (hereinafter referred to as the “Working Committee”), led a delegation to conduct a special inspection and symposium at East China Architectural Design & Research Institute Co., Ltd. (ECADI). The two sides held in-depth discussions on cooperation in the top-level design of the Jatiluhur Intelligent Industrial City (JISC) Green Zero-Carbon Industrial Park in Indonesia.
This inspection aims to fully integrate China’s top-tier green design and technical resources with the overseas industrial development needs along the Belt and Road, and build a bridge for practical ecological industry cooperation between China and Indonesia. It not only shares new opportunities for overseas green industrial cooperation with high-quality Chinese enterprises, but also demonstrates China’s leading strengths in green park design and high-quality cooperative enterprise resources to overseas partners.

During the inspection, the delegation first visited the corporate exhibition hall. ECADI gave the delegation a detailed introduction to its core businesses, covering airport hubs, headquarters and industrial parks, key urban cultural facilities, super high-rise complexes, urban central area renewal and development, medical and elderly care, exhibition complexes and other fields. A series of landmark projects, including Shanghai Pudong International Airport Terminal 3, the Headquarters Building of the New Development Bank (NDB), the Expo Museum, the new CCTV Headquarters, and the National Exhibition and Convention Center (Shanghai), fully demonstrated ECADI’s strong strength and comprehensive capabilities in high-end engineering design.
After the exhibition hall visit, the two sides held a symposium chaired by Zha Jun, Chief Planner of ECADI. Liu Lili, Zhang Bolun, Ma Xiaoqiong, Jin Yini and other technical backbones and design directors of ECADI attended the symposium. Liu Xueyao, Professor of Shanghai University, Yao Jia, General Manager of Shanghai Yifeng Technology Co., Ltd., and Shi Jinling, Director of Shanghai Yifeng Technology Co., Ltd., were invited as distinguished guests.
At the meeting, Chief Planner Zha Jun first introduced the participants, and systematically elaborated on ECADI’s development strategy, technical advantages, global service layout, as well as its exploration and practice in green and low-carbon design. Manager Wang Xuan further supplemented ECADI’s design achievements and technical accumulation in various major scenarios. Zhang Bolun, Director of the First Green Design Institute and Department Chief Engineer, together with other experts and core technical teams, focused on zero-carbon park design and delivered a special presentation on technical paths, planning systems and practical cases. The proposed design schemes and technical ideas were highly consistent with the green development positioning and zero-carbon construction needs of Jatiluhur Intelligent Industrial City in Indonesia, laying a solid technical foundation for follow-up cooperation between the two sides.
During the discussion, Secretary General Shi Xiang introduced in detail the functional positioning and development philosophy of ACEF and the Working Committee. He noted that since its founding in 2005, the All-China Environment Federation (ACEF) has always adhered to the three core concepts of “Greater China, Greater Environment, Greater Unity”, and fully acted as a bridge between the government and society. It efficiently integrates high-quality resources from government, industry, university, research and application, and continues to make efforts in policy research, international exchanges, industrial coordination and technology promotion. It not only promotes the high-quality development of China’s environmental cause, but also deeply participates in global environmental governance.
As an important platform for ACEF to promote the Green Belt and Road Initiative, the Working Committee has actively built a cooperation platform for Chinese and foreign ecological industries, launched the Belt and Road Green Brand Going Global Initiative, and accumulated rich resources of governments, industrial parks and industrial projects in countries along the Belt and Road. It can provide all-round resource docking and channel support for high-quality Chinese enterprises to go global and participate in overseas green industrial development. Rachel Liu, Head of Southeast Asia Affairs of the International Department of the Working Committee, then introduced the industrial development status of the Indonesian market, the specific cooperation needs and potential of the Jatiluhur Intelligent Industrial City project, as well as the arrangements for the Indonesia Special Inspection Tour from April 19 to 25, 2026.
In response to the overseas cooperation needs and inspection plan, the relevant person in charge of ECADI clearly expressed full support. ECADI will rely on its technical advantages and project experience in green zero-carbon design to deeply participate in the top-level design of the Jatiluhur Intelligent Industrial City Green Zero-Carbon Industrial Park in Indonesia, and actively cooperate with the relevant overseas inspection arrangements.
The participating guests also exchanged views on China-Indonesia green industrial cooperation, zero-carbon park technology implementation, and overseas resource coordination, offering suggestions for follow-up cooperation. The whole symposium was held in a friendly and in-depth atmosphere with fruitful outcomes. Both sides reached a high consensus on establishing a regular docking and cooperation mechanism and accelerating the top-level design work of the Jatiluhur Intelligent Industrial City Green Zero-Carbon Industrial Park in Indonesia.
This inspection and symposium is an important measure for the ACEF Working Committee to link Chinese and foreign green industrial resources. It not only shares the abundant green industrial cooperation opportunities in Indonesia and other Belt and Road countries with high-quality state-owned enterprises represented by ECADI, but also demonstrates China’s top technical strength and high-quality enterprise lineup in the field of green zero-carbon park design to overseas partners.
In the future, the ACEF Working Committee will continue to give play to its role in resource integration and bridge-building, further linking more overseas green industrial demands with high-quality domestic technologies and enterprise resources. ECADI will rely on its top design capabilities and whole-process service system. The two sides will join hands to promote the construction and implementation of the Jatiluhur Intelligent Industrial City Green Zero-Carbon Industrial Park in Indonesia, build a benchmark project for Belt and Road green industrial cooperation, and drive more Chinese green brands, technologies and solutions to go global, contributing to the joint building of a green Silk Road where humanity and nature coexist in harmony.
