Precise Connection for Implementation, Synergistic Cooperation for Win-Win —— Southeast Asia Special Session Focuses on China-Southeast Asia Green Industry Cooperation Practices

On the afternoon of January 29, the Parallel Forum of the 4th Belt and Road Forum for Economic and Environmental Cooperation & the Annual Conference of the Belt and Road Green Brand Going Global Initiative–Southeast Asia Session: Precision Matchmaking · Joint Ecological Protection – Practical Cooperation between China and Southeast Asia in the Green Industry was successfully held at the Landmark Convention Center in Beijing. As an important part of the event, the parallel forum focused on key sectors including solid waste treatment, water treatment and green energy. Through a diverse array of formats such as keynote speeches, case sharing, signing ceremonies and sector-specific precision matchmaking, it systematically advanced the in-depth and practical development of green industry cooperation between China and Southeast Asian countries.

This parallel forum was co-hosted by the Belt and Road Eco-industry Cooperation Working Committee and the Green City Development Committee of the All-China Environment Federation (ACEF). It attracted the participation of government representatives, experts, scholars and enterprise executives from China as well as Southeast Asian countries including Vietnam, Indonesia and Malaysia.

The forum was jointly hosted by Ke Erke, Executive Deputy Director of the Green City Development Committee of ACEF, and Rachel Liu from the International Department of the Belt and Road Eco-industry Cooperation Working Committee of ACEF at its opening. A warm-up promotional video was played on site, highlighting the technological advantages and practical cases of Chinese enterprises in solid waste resource utilization, water purification and sewage treatment, distributed energy and other fields, laying a pragmatic foundation for subsequent exchanges.

In the distinguished guest speech session, Guo Wenming, Vice Chairman of ACEF and Director of the Green City Development Committee, stated that the demand for environmental infrastructure in Southeast Asian countries has been on a steady rise amid their urbanization and industrialization drive. China's environmental protection industry has developed a relatively mature and replicable technological system in solid waste treatment, water environment governance, clean energy and other sectors. Future cooperation should adhere to a demand-oriented approach, promote project implementation through precision matchmaking, and achieve win-win results for all parties.

Yudil Chatim, Counselor of the Embassy of the Republic of Indonesia in China, pointed out in his speech that green industry cooperation is not only a match of technologies and capital, but also requires long-term talent support and social infrastructure development. Indonesia looks forward to deepening cooperation with China in education, talent cultivation and joint research to provide a guarantee for the localized implementation and sustainable development of green projects.

Cao Ying, Director of the Department of Policies, Laws and Regulations at the National Center for Climate Change Strategy Research and International Cooperation of the Ministry of Ecology and Environment, noted that China has been continuously advancing cooperation that attaches equal importance to climate change mitigation and adaptation under the framework of the Belt and Road Initiative. It has provided systematic support for cooperative partners including Southeast Asian countries through policy coordination, capacity building and project implementation. Accurately identifying the differentiated demands of each country is an important prerequisite for improving the effectiveness of green cooperation.

In the keynote speech session, a number of Chinese and foreign distinguished guests delivered in-depth shares on green urban development and regional cooperation. Wang Zhaojun, Vice President and Chief Economist of Shanghai Pudong Architectural Design and Research Institute Co., Ltd., delivered a speech entitled Exploration on the Planning of Smart City Green Development, systematically introducing the practical paths of smart pipe networks, green construction and comprehensive governance. Zhang Yongtai, President of the Shanghai Urban Renewal and Zero-Waste Research Institute, shared the technological model of coordinated advancement of urban underground pipe networks and sewage treatment centering on Smart Pipe Networks for Green Cities – Sewage Treatment Systems.

Representatives from Southeast Asian countries introduced the policy environment and cooperation opportunities for green transition in combination with their national practices. Loh Wee Keng, President of the Malaysia Chamber of Commerce in China, shared Malaysia's green transformation path of turning urban waste from a "burden" into a "resource". Rizaldi Indra Janu, Director of the Indonesia Investment Promotion Center in Beijing, focused on promoting investment opportunities in Indonesia's green energy and environmental protection industries. Professor Trà My, President of the Vietnam Chamber of Commerce in China, analyzed the new space for China-Vietnam green economic cooperation under the new situation of international trade. Lauri Myllyvirta, Analyst at the Centre for Research on Energy and Clean Air (CREA), shared the potential and paths for renewable energy cooperation between China and Southeast Asia online.

A signing ceremony was also held during the forum. The All-China Environment Federation and Sichuan Electronic Information Industry Technology Research Institute Co., Ltd., as well as Vietnam Phu Thanh Group and Shanxi Hengtong Group, respectively signed cooperation agreements, laying a foundation for the subsequent implementation of relevant projects.

In the case sharing session, a number of enterprises exchanged views on the global going of green technologies and the practice of projects in Southeast Asia. Ma Meng, General Manager of LONGi Green Energy's Southeast Asia Region, shared the practical experience of distributed energy technologies in supporting environmental protection projects in Southeast Asia. Bai Ze, Chief Engineer of Shanghai Hercules Future Intelligent Technology Co., Ltd., introduced the application of TBM intelligent tunneling equipment in the green and low-carbon transition under the Belt and Road Initiative. Zhang Guangxue, General Manager of OKKIE (Shanghai) Environmental Protection Technology Co., Ltd., shared the sewage treatment technology integrating intelligent manufacturing with green and low-carbon development. Fu Qu, Executive Vice President of Infore Environment Technology Group Co., Ltd., introduced the enterprise's environmental governance solutions for deepening its layout in Southeast Asia. Lin Zhengsheng, Marketing Manager of Straflow Control Limited, and Li Mi, General Manager of TERRECO (the overseas brand of Hexu Technology), exchanged views on industrial waste gas treatment and green global going practices respectively.

In the sector-specific precision matchmaking session, on the basis of fully sorting out the cooperation demands of Chinese and foreign participating institutions and enterprises before the forum, a one-on-one, face-to-face precision matchmaking mechanism was set up centering on three core sectors: solid waste treatment, water treatment and green energy, covering different types such as policy consultation, technological cooperation and project investment. Through targeted matching and on-site matchmaking, government agencies, park representatives and enterprise executives from China and Southeast Asian countries including Vietnam and Indonesia conducted in-depth exchanges, focusing on matching specific project demands, technological adaptation paths and cooperation models.

According to the forum summary, a total of 52 one-on-one precision matchmaking sessions were completed at this Southeast Asia Session, covering multiple dimensions such as policy communication, technology introduction, project implementation and project landing. Many enterprises have reached initial consensus on specific cooperation directions, laying a solid foundation for the subsequent deepening of pragmatic cooperation. Distinguished guests in attendance generally agreed that the precision matchmaking mechanism has effectively improved communication efficiency and promoted the transformation of cooperation from "intentional exchange" to "project-oriented cooperation".

After the forum, organizers will take the results of this matchmaking as the foundation, continuously improve the follow-up mechanism and promote the implementation of cooperation projects. First, systematically sort out the 52 matchmaking demands, establish a Precision Matchmaking Ledger, clarify cooperation directions, responsible entities and time nodes, assign dedicated personnel for follow-up work, and promote the rapid transformation of initial consensus into specific cooperation plans. Second, rely on the platform advantages of ACEF to set up a Belt and Road Green Global Going Special Working Group, deeply explore the actual demands of Southeast Asian countries in environmental governance and green energy fields, and provide more targeted matchmaking guidance for Chinese enterprises. Third, link up with the international cooperation network to provide Chinese enterprises "going global" with support such as policy interpretation, regulatory consultation and project tracking, so as to enhance the stability and sustainability of cooperation. Fourth, organize field visits to key countries such as Indonesia and Vietnam in a timely manner, promote face-to-face exchanges between Chinese enterprises and local governments, parks and cooperative partners, and accelerate the process of project landing.

In the concluding speech, Zheng Like, Executive Deputy Director of the Green City Development Committee of ACEF, systematically sorted out the achievements of the forum. He stated that this Southeast Asia Session has effectively facilitated the formation of cooperation intentions through the precision matchmaking mechanism. In the next step, the organizers will establish a follow-up mechanism around the matchmaking results to promote the transformation of cooperation from "intentional matchmaking" to "project landing".

The successful holding of this Southeast Asia Session has built an efficient platform for deepening pragmatic cooperation between China and Southeast Asian countries in the green industry, and also injected new impetus into the green development of the Belt and Road Initiative.
