The Belt and Road Eco-Industry Cooperation Working Committee Organizes Foreign Diplomats in China to Visit HEXU Technologys Shaoguan Intelligent Manufacturing Base, Exploring a New Path for Internatio

On December 24, 2025, to deepen practical cooperation in the ecological and environmental protection industry under the Belt and Road Initiative and connect China's green intelligent manufacturing capabilities with the demands of the international market, the Belt and Road Eco-Industry Cooperation Working Committee (hereinafter referred to as the Working Committee) of the All-China Environment Federation organized a delegation of diplomats, including Mr. Mamoun Al Faqier, Deputy Chief of Mission of the Embassy of the Hashemite Kingdom of Jordan in China, and Ms. Duzbayeva Kalamkas, Environmental Counsellor of the Embassy of the Republic of Kazakhstan in China, to conduct an on-site inspection and industrial exchange at the Guangdong Shaoguan Intelligent Manufacturing Base of Yunnan Hexu Technology Co., Ltd., a director unit of the Federation. Shi Xiang, Vice Chairman and Secretary-General of the Committee, Du Yang, Assistant to the Secretary-General, and Du Zejing, Vice Minister of the International Department, participated in the event. Cen Hai (Vice President of Hexu Technology Group) and Christina Li (General Manager of TERRECO, the company’s overseas brand), along with other representatives of the enterprise, provided full reception and took part in the exchanges throughout the event.

This inspection, focusing on the intelligentization, standardization and internationalization of China's environmental protection equipment manufacturing, is a key initiative of the Committee to advance green industrial synergy and boost China-foreign production capacity cooperation under the Belt and Road Initiative. The delegation went deep into the automated production frontlines of the Shaoguan Base, and conducted a systematic observation of the full-process intelligent manufacturing system covering material processing, surface treatment and complete machine assembly. Relying on highly mechanized and standardized processes, the Base has achieved an annual production capacity of over 10,000 sets of core equipment, providing a solid underpinning for the global business expansion of TERRECO, Hexu Technology's international flagship brand.

During the visit, the diplomats spoke highly of the factory's automation level, large-scale management and quality control system. Counsellor Duzbayeva Kalamkas noted that China's intelligent practices in the field of environmental protection equipment manufacturing set an important benchmark for reference. Deputy Chief of Mission Mamoun Al Faqier expressed the expectation that Hexu Technology's high-quality products and systematic solutions could be applied to local environmental governance projects in Jordan. Both sides also held preliminary discussions on the feasibility of carrying out technical cooperation and localized production in Central Asia and the Middle East.

In addition, the delegation visited Hexu Technology's demonstration project of prefabricated water treatment plant in Zhongshan, to learn about the operation of the equipment in real application scenarios. The diplomats also paid a visit to Hexu Technology's Shenzhen office, gaining a comprehensive understanding of the company's full-chain capabilities spanning technological research and development, manufacturing capacity, project implementation and brand operation.

In the exchange session, Secretary-General Shi Xiang emphasized that for China's environmental protection industry to "go global", it requires solid manufacturing capacity as the backbone and the construction of sustainable cooperation models as the core. Hexu Technology's successful practices via its Shaoguan Intelligent Manufacturing Base and the international brand TERRECO have vividly exemplified the green competitiveness of "China Intelligent Manufacturing". He further revealed that this inspection serves as an on-site groundwork for the 2025 "Belt and Road" Green Brand Going Global Initiative and "Belt and Road" Economic & Environmental Cooperation Forum Annual Meeting, which is scheduled to be held in Beijing on January 29, 2026. On that occasion, participants will conduct in-depth discussions on key topics such as industrial synergy and resource integration in green global deployment under a more systematic framework, moving such practical cooperation towards an institutionalized and platform-based development model. This inspection has not only strengthened international partners' understanding of China's green manufacturing system, but also laid a foundation of trust for advancing substantive cooperation in the follow-up. Taking this inspection as an opportunity, the Working Committee will organize a more targeted parallel forum at the January 29 event, inviting more diplomats in China, international institutions and industrial representatives to hold special discussions on green production capacity cooperation, standard alignment and project implementation. These efforts aim to support Chinese enterprises to evolve from simply "going global" to truly "integrating in" the global market. Going forward, the Committee will continue to build a more smooth cooperation network through diversified forms such as industrial chain inspections and project matchmaking, and drive the in-depth integration of China's environmental protection expertise with the needs of global ecological governance.

This inspection has not only deepened the diplomatic corps' understanding of China's strength in green intelligent manufacturing for environmental protection, but also laid a solid foundation for subsequent government-enterprise linkage and the implementation of cross-border projects. In the future, the Working Committee will continue to play its role as a platform and bridge, connect resources from all parties, and support more enterprises like Hexu Technology to integrate into the global ecological governance network. It will continue to advance international exchange programs for green manufacturing, and plan to organize diplomats from multiple countries in China to conduct a series of inspections to ecological science and technology parks in the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and other regions, so as to promote in-depth collaboration among Belt and Road co-building countries in environmental protection technology, production capacity cooperation and project implementation. Through technology export, production capacity cooperation and localized services, the Committee will facilitate the mutual recognition of green standards and the synergy of industrial chains, and provide replicable low-carbon development paths for the Belt and Road co-building countries.
