All-China Environment Federation and Embassy of Kazakhstan in China Discuss New Opportunities for Green Cooperation

On July 16, 2025, to deepen pragmatic cooperation between China and Kazakhstan in the field of ecological and environmental protection, Shi Xiang, Secretary-General of the Belt and Road Eco-Industry Cooperation Committee of the All-China Environment Federation (ACEF), led a delegation to visit the Embassy of the Republic of Kazakhstan in China. The delegation held discussions with Mr. Shalkarbayev Askar, Minister-Counselor, and Ms. Duzbayeva Karamkas, Counselor for Culture, Ecology, and Water Resources. The two sides engaged in in-depth exchanges on cooperation in upgrading power infrastructure, applying waste management technologies, and addressing water resources issues, reaching important consensus on promoting complementarity between the environmental protection industries of both countries.

Deepening China-Kazakhstan Environmental Cooperation for Green Development

During the meeting, Secretary-General Shi Xiang introduced the ACEF and the role of the Belt and Road Eco-Industry Cooperation Committee in promoting international environmental collaboration. He emphasized the committee’s mission to build a bridge for cooperation between China and countries along the Belt and Road in ecological and environmental protection by integrating the technologies, funding, and project expertise of Chinese environmental enterprises and research institutions. The aim is to advance green technology exchange, industrial cooperation, and project implementation, contributing to ecological protection and sustainable development in partner countries. He expressed hopes to deepen cooperation with Kazakhstan in the following three key areas:

  1. Solid Waste Management: China has mature technologies and extensive practical experience in waste sorting, resource utilization, and harmless treatment. China is willing to share its expertise with Kazakhstan to improve the efficiency of solid waste treatment.

  2. Water Environment Management: The two sides can promote targeted cooperation between enterprises and experts in areas such as water resource protection, sewage treatment, and water-saving technologies, jointly addressing water-related ecological challenges.

  3. Renewable Energy: Strengthen technical cooperation and joint project development in clean energy sectors such as solar and wind power, supporting the green and low-carbon transition of both countries.

Mr. Shalkarbayev Askar, Minister-Counselor of the Kazakh Embassy in China, extended a warm welcome to the ACEF delegation. He stated: “Kazakhstan places high priority on ecological and environmental protection, with pressing needs not only in solid waste management, water environment governance and renewable energy development, but also requiring advanced expertise and technical support in areas such as forest and grassland conservation, desertification control, and water-saving irrigation technologies. China’s achievements in environmental protection are impressive, and we look forward to leveraging ACEF’s platform to introduce more of China’s advanced environmental technologies and solutions.”

The meeting also featured two representative Chinese environmental enterprises that showcased their technological strengths and practical experience in relevant fields.

A representative from Jiangsu Jinyu Technology Co., Ltd. stated that the company had conducted in-depth research into Kazakhstan’s cable and power circuit market and found a significant demand for upgrading local power infrastructure. The company aims to invest in the Kazakh market with its advanced cable technologies and rich project implementation experience and hopes the Embassy can help connect with high-quality local partners to jointly promote the green upgrade of Kazakhstan’s power systems.

Yunnan Hexu Environmental Technology Co., Ltd. introduced its technological advantages in water treatment and solid waste processing, highlighting its core products—sewage treatment equipment and small-scale domestic waste incinerators. The company emphasized the high efficiency and eco-friendly features of its technologies and expressed its willingness to bring them into Kazakhstan to help address local issues of water scarcity and waste management.

At the conclusion of the meeting, both sides agreed to establish a regular communication mechanism. Representatives from the Embassy of Kazakhstan in China expressed their commitment to actively connect with relevant government departments and enterprise resources in Kazakhstan to facilitate investment and operations for Chinese enterprises. The ACEF also pledged to continue playing its role as a bridge, promoting complementarity, mutual benefit, and win-win cooperation in the environmental protection industries of China and Kazakhstan.
