Good News: From Initial Engagement to Project Implementation — The Overseas Expansion Program of the Belt and Road Eco-Industry Cooperation Committee of the All-China Environment Federation Achieves a

Recently, under the continuous coordination and systematic advancement of the Belt and Road Eco-Industry Cooperation working Committee of the All-China Environment Federation (hereinafter referred to as the “Committee”), China’s green environmental industry has made a significant breakthrough in its expansion into Saudi Arabia. On January 29, 2026, TERRECO, the overseas brand of Yunnan Hexu Environmental Technology Co., Ltd., officially signed a Memorandum of Understanding (MOU) with BEIYAH, a leading local environmental solutions provider in Saudi Arabia. This milestone not only marks the substantive market entry of China’s decentralized environmental governance technologies into Saudi Arabia, but also highlights the tangible achievements of the Committee’s overseas expansion program in building effective mechanisms and translating cooperation into concrete outcomes.

This cooperation is the direct result of the Committee’s long-term and consistent efforts in advancing its overseas expansion program. As an important professional platform under the All-China Environment Federation serving the green development objectives of the Belt and Road Initiative, the Committee has consistently adhered to a working approach centered on “platform leadership, official facilitation, and project implementation.” Focusing on key countries and regions, it has continuously promoted policy dialogue, demand alignment, and enterprise collaboration, striving to transform international exchanges into sustainable and replicable industrial cooperation projects.

In August 2025, under the organization and coordination of the Committee, Secretary-General Shi Xiang led Yunnan Hexu Environmental Technology Co., Ltd. together with other outstanding overseas-oriented member enterprises to visit the Commercial Office of the Embassy of the Kingdom of Saudi Arabia in China. In-depth discussions were held on key areas including water environment management, wastewater and drinking water treatment equipment, seawater desalination, and low-carbon technology transfer. On this basis, the Saudi Commercial Office, through official channels, recommended Chinese environmental enterprises with mature technical capabilities and proven engineering experience to the Saudi chamber of commerce system. Leveraging the chamber of commerce as a core platform, these enterprises were further connected with leading local Saudi companies and potential project resources, thereby establishing a critical bridge for subsequent pragmatic cooperation between enterprises.

Driven by these institutionalized efforts, and on the basis of full mutual trust and in-depth communication, the two sides gradually clarified their cooperation pathway for the Saudi market, ultimately leading to the successful signing of this MOU. According to the agreement, the partners will cooperate in areas including domestic wastewater treatment, decentralized water treatment systems, water reuse, and general solid waste management in Saudi Arabia. The successful conclusion of this agreement fully demonstrates the practical effectiveness of the Committee’s overseas expansion program in moving from “dialogue and exchange” to “tangible outcomes.” Through a pathway characterized by “association platform leadership, guidance from embassy commercial offices, chamber-of-commerce-based matchmaking, and pragmatic enterprise cooperation,” Chinese environmental enterprises are able to enter the core Middle Eastern market in a more stable and efficient manner, providing a replicable and scalable model for China–Saudi green industrial cooperation.

Looking ahead, the Committee will continue to advance its overseas expansion program in alignment with the green development goals of the Belt and Road Initiative. By closely responding to the practical needs of the Middle East and other Belt and Road countries in areas such as water management, solid waste treatment, clean energy, and ecological restoration, the Committee will continue to support more Chinese environmental enterprises in achieving high-quality international expansion, further enhancing the depth and global impact of China’s green industry cooperation and injecting sustained momentum into the joint construction of the Green Silk Road.
