All-China Environment Federation Invited to Attend 2025 Pearl Bay Climate Investment & Financing Conference--"Dual Community" Concept Boosts Global Environmental Governance
From December 9 to 10, the 2025 Pearl Bay Climate Investment & Financing Conference, with the core theme of "Green GBA, Smart Future", was held in Nansha, Guangzhou. The conference innovatively built a "1+5+4+3+1" multi-level activity system, bringing together forces from government, business, academia, and research sectors worldwide to share practical experience in climate finance and investment, and discuss opportunities and paths for green development. Tu Ruihe, Vice Chairman of the All-China Environment Federation and former China Representative of the United Nations Environment Programme(ACEF), was invited to attend the conference, accompanied by Du Yang, Assistant Secretary-General of the "Belt and Road" Eco-Industry Cooperation Working Committee.
As the core session of the conference, the opening ceremony and main meeting were grandly held in the Guangzhou Hall of Nansha International Convention and Exhibition Center on the afternoon of December 9. Sun Zhiyang, Mayor of Guangzhou, Zhang Shaokang, Vice Governor of Guangdong Province, Liu Jian, Vice President of Xinhua News Agency, and Li Gao, Vice Minister of the Ministry of Ecology and Environment, delivered speeches respectively. They arranged work and shared practical experience around key topics such as green finance innovation in the Guangdong-Hong Kong-Macao Greater Bay Area, deepening of climate finance and investment pilots, and the implementation of the "dual carbon" goals. The leaders emphasized that it is necessary to deepen the innovative practice of climate finance and investment, pool the joint efforts of finance and industry, promote green and low-carbon transformation, and contribute regional wisdom to global climate governance. Their relevant remarks have pointed out a clear direction for the high-quality development of the industry.

Tu Ruihe was invited to deliver a keynote speech. He stated that in the face of global environmental degradation and climate change, the fate of humanity is interconnected – if one suffers, all suffer. Therefore, we must work together with one heart and one mind. Protecting the Earth, nature, and the biosphere, and mitigating climate change is essentially protecting humanity itself. He called for the introduction of the concepts of "a community with a shared future for mankind" and "an environmental community" in improving and developing the global environmental governance system, making the "environmental community" an indispensable part of the "community with a shared future for mankind".
In addition to the keynote speech at the main meeting, the All-China Environment Federation also participated in the entire process of the achievement release and launching ceremony session. Four important achievements were successively released, all closely focusing on the core of climate finance and investment as well as green development, attracting the attention of the entire audience. These achievements cover multiple dimensions such as cross-border cooperation, financial innovation, regional empowerment, and practical promotion, serving as a vivid practice of the "policy guidance + market operation + multi-party collaboration" model in the field of climate finance and investment. Rooted in Nansha and radiating the Greater Bay Area, these achievements also provide a replicable model for the deepening of national climate finance and investment pilots. In particular, they are highly aligned with the core mission of the All-China Environment Federation to promote the coordinated development of ecological protection and green finance, and also offer valuable references for the "Belt and Road" Eco-Industry Cooperation Working Committee to carry out cross-border ecological industry cooperation along the "Belt and Road" routes in the future.
The conference also set up three overseas sub-venues in the UK, Spain, and Brazil, serving as an important dialogue hub for international cooperation in global environmental governance. Taking this conference as an opportunity, the All-China Environment Federation will deepen practical cooperation with international environmental protection organizations, multinational enterprises, and scientific research institutions. Relying on the platform advantages of the "Belt and Road" Eco-Industry Cooperation Working Committee, it will promote the implementation of the "dual community" concept in key areas such as green development along the "Belt and Road", cross-border climate finance and investment, and marine ecological protection, thereby injecting more Chinese strength into improving the global environmental governance system and jointly building a clean and beautiful world.
In the future, the All-China Environment Federation will continue to focus on the "dual carbon" goals, deepen cross-sectoral coordination and international cooperation, and make the concepts of "a community with a shared future for mankind" and "a global environmental community" shine brilliantly in the practice of global climate governance.
