Joining Hands for a Green Future | All-China Environment Federation Meets with the Embassy of Türkiye in China to Discuss COP31 and Green Industry Cooperation
On November 26, a delegation led by Mr. Shi Xiang, Deputy Director and Secretary-General of the Belt and Road Eco-Industry Cooperation Working Committee of the All-China Environment Federation (ACEF) paid an official visit to the Embassy of Türkiye in China. The delegation held a working-level discussion with Political Counsellor Ece Ceylano?lu and Environmental Attaché Nilhan Kalkan Ayd?n. The dialogue focused on cooperation in green industries and preparations for the 31st United Nations Climate Change Conference (COP31) in 2026, laying a solid foundation for collaboration in climate governance, technological exchange, and industrial engagement.
Strengthening Communication | Leveraging UN Observer Status for Cooperation
During the meeting, Shi Xiang noted that since its establishment in 2005, the All-China Environment Federation has always adhered to its three core principles — “Greater China, Greater Environment, and Greater Unity.” The organization has been committed to serving as a bridge and link between the government and society, promoting the development of environmental protection in China and advancing the progress of global environmental endeavors.
Defining Priorities | Four Key Tracks for China–Türkiye Green Industry Cooperation
Based on the existing cooperation foundation and policy landscape of both countries, the two sides outlined a preliminary cooperation framework focusing on:
1) Renewable energy cooperation (PV, wind, hydrogen, and project deployment)
2) Solid waste and zero-waste systems (waste treatment, recycling, and equipment export)
3) Water environment governance (wastewater treatment, clean water systems, and engineering cooperation)
4) Environmental monitoring and standards alignment (air and soil monitoring technologies and regulatory exchange)
Both sides agreed that Türkiye’s evolving energy policy and growing green transition demand are highly complementary to China’s industrial capacity and innovation ecosystem—offering significant cooperation potential.
COP31 Focus | Mechanism-Based Coordination Proposed
With regard to COP31, ACEF expressed clear participation plans and cooperation intention:
1) Organize a high-level delegation of approximately 100 representatives
2) Host thematic events at the China Pavilion (“China Corner”)
3) Plan bilateral and multilateral industrial cooperation dialogues
4) Showcase green technologies, case studies, and projects from China and Türkiye
5) Support enterprise-level matchmaking in renewable energy, urban governance, and low-carbon development
The Turkish Embassy emphasized its readiness to communicate these proposals to Ankara immediately and expressed support for establishing coordination mechanisms, streamlined communication channels, and follow-up implementation.
Expanding Cooperation Opportunities | Connecting with the Belt and Road Green Brand Global Promotion Initiative
The two sides also discussed the upcoming Belt and Road Green Promotion Event, scheduled for January 29, 2026, in Beijing. The event is expected to attract diplomatic missions, international organizations, leading green technology enterprises, and research institutions, providing a platform for deeper policy, technology, and industry cooperation between China and Türkiye.
Shared Vision | Building a Future-Oriented Green Partnership
The Turkish side introduced the country's climate strategy—aiming to peak carbon emissions by 2035 and achieve carbon neutrality by 2053, while advancing the Zero Waste Initiative at the international level. Both sides agreed that green development has become a new and long-term strategic area for bilateral cooperation.
This meeting further strengthened strategic communication in climate governance, green technology, industrial connectivity, and multilateral collaboration, laying a solid foundation for future cooperation. Moving forward, both sides will maintain a regular coordination mechanism to advance COP31 cooperation details, promote project implementation, and explore multi-tiered partnership models.
Looking ahead, the All-China Environment Federation will continue leveraging its UN Climate Change observer status and role as a civil society platform to work with Türkiye and global partners toward accelerating the global green transformation and contributing to a cooperative and mutually beneficial green development paradigm.
