China and Pakistan Jointly Advocate Green Cooperation: Recycled Plastics Industry Joins Hands to Chart New Pathways for Climate Action —— Bilateral Discussion Between All-China Environment Federation

On November 13 (local time in Brazil), during the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change, the delegation of the All-China Environment Federation (ACEF) held a bilateral discussion with the Pakistani delegation on the sidelines of the conference. With the Green Belt and Road Initiative as the link, the two sides conducted in-depth discussions focusing on transnational cooperation in the recycled plastics industry. The initiative aims to jointly advance the development of the Green Belt and Road and provide a new model for South-South cooperation in addressing climate change and synergistic governance of plastic pollution.

The Pakistani delegation included Aisha Moriani (Ai Sha·Moliya ni), Secretary of the Ministry of Climate Change and Environmental Coordination; Nazia Zaib (Na Qiya·Zhai Bu), Joint Secretary of the Ministry of Climate Change and Environmental Coordination (MoCC&EC); and Ghulam Qadir Shah (Gu La Mu·Ka Di Er·Sha He), Member of the Climate Change Authority. The Chinese delegation was led by Shi Xiang, Deputy Director and Secretary-General of "Belt and Road" Eco-industry Cooperation Working Committee, ACEF. Also in attendance were Ni Yao, Director of the Strategic Cooperation Department of ACEF; Wang Jiajia, Deputy Director of the Public Welfare Department of ACEF; Du Yang, Assistant Secretary-General of the "Belt and Road" Eco-industry Cooperation Working Committee; and Celine Du , Deputy Director of the International Department of ACEF. Representatives from enterprises, including Li Jianjun, Chief Scientist of Kingfa Science & Technology Co., Ltd., and Tang Hailan, ESG Director of the company, also participated in the discussion and proposed specific pathways for promoting practical cooperation in the China-Pakistan recycled plastics industry. Held against the backdrop of the COP30 global climate governance platform, this discussion highlighted the active role of developing countries in advancing green industrial transformation and fulfilling the goals of the Paris Agreement.

Shi Xiang, Secretary-General, introduced ACEF’s mission and purpose, emphasizing that the Federation has always been committed to promoting global environmental governance and sustainable development, and actively building a bridge for environmental cooperation between China and other countries. He noted that China’s concepts and practices in ecological civilization construction have provided important references for the world, especially in accumulating rich experience in green technology application and ecological restoration. He also presented China’s policy support and practical achievements in the field of green circular economy—particularly the Ministry of Industry and Information Technology (MIIT)’s inclusion of "waste plastic recycling and utilization" as a priority area in the ministerial-level pilot scale-up platform, which provides systematic support for industrial innovation and transnational cooperation.

Li Jianjun, Chief Scientist of Kingfa Science & Technology Co., Ltd., introduced the company’s technological accumulation and industrial practices in the high-value utilization of recycled plastics. As of 2024, the company has an annual output of over 500,000 tonnes of recycled plastics, making it the world’s largest full-chain operation enterprise in waste plastic recycling and high-value utilization with the most comprehensive product grades. He also elaborated on the environmental contributions of its plastic circular economy, and expressed the company’s willingness to invest in factory construction and jointly build circular economy demonstration projects in Pakistan. It hopes to leverage local policies and market resources to implement the "technology + localization" model.

Aisha Moriani highly recognized the cooperation initiative proposed by the Chinese side. She emphasized Pakistan’s urgent needs in plastic pollution governance and green employment, and stated that China’s experience in recycled materials R&D and industrial chain development is of great reference value. She expressed expectation for building a China-Pakistan green industrial chain to achieve win-win outcomes in both ecological and economic benefits.

During the discussion, the two sides clarified three key cooperation directions:

Promote policy and technology synergy, jointly align with international recycled plastics standards, and address key technological bottlenecks in recycling and high-value application;

Accelerate the implementation of the "technology + localization" model in Pakistan and build a complete industrial chain system from recycling to manufacturing;

Create a green benchmark project for South-South cooperation and provide replicable and scalable systematic solutions for countries participating in the Belt and Road Initiative.

The discussion finally reached a consensus: the two sides will establish a regular communication mechanism, accelerate feasibility studies and project preparation, support Pakistan in building a localized green supply chain, and provide a "China-Pakistan solution" for countries in the "Global South" to explore climate-friendly industrial pathways.
